Why does the audio volume not set equally for different channels?

Every time I change the channel I have to adjust the audio volume. The quality of audio and image signals sent from abroad is controlled by Master control prior to being transmitted to the customers. You can be sure that we adjust the audio volume to be as equal as possible for different channels prior to transmitting the signal to customers. However, the audio signal sent to us are at different volumes resulting in the audio being broadcasted slightly different volume.
